Within the Executive Management Division, the ICTM Directorate is responsible for the quality and reliability of ICT Systems and Services in use at the NATO Headquarters (HQ).

The Integration and Coordination Unit participates in the implementation, transition and upgrading of software to complement and enhance office productivity as well as to support organisational efforts to institute Enterprise Information and Enterprise Resource Management systems. In the foreseeable future the NATO HQ ICT infrastructure will be integrated into a centralised NATO-wide data centre infrastructure. This will be subject to a large scale migration of ICT services and applications.

The Officer, Project Management is responsible for the implementation of new systems and software packages in support of business requirements. S/he will manage multiple projects of varying size and complexity for applications and systems for use in the NATO Headquarters (HQ) environment. The Officer is responsible for scoping, planning, executing and monitoring the projects to remain on schedule and to budget. S/he manages the relationship between technology and business at the project level. Role responsibilities include components of: resource management, finance management, quality management, control management and business continuity management.


2. QUALIFICATIONS AND EXPERIENCE


ESSENTIAL


The incumbent must:

  • have a University degree with specialisation in computer information systems or computer science;

  • possess a minimum of 3 years’ professional experience with a combination of project management, team management, software development and/or system integration in an ICT environment;

  • have experience with and understanding of relational database environments such as Oracle and Microsoft SQL Server;

  • have applied knowledge of Active Directory, Microsoft Forest-Domain aspects, VM-Ware features, user authentication technologies and system administration in a Microsoft environment;

  • have proven experience in public sector procurement processes for ICT-related procurements;

  • have proven experience in the role as project manager or project coordinator with projects related to data centre consolidation/migration or large-scale business application migration;

  • have knowledge of formal project management and process improvement methodologies such as Software Capability Maturity Model (CMM), Prince2, etc.;

  • have knowledge of software development lifecycles (SDLC);

  • possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; II (“Elementary”) in the other.


DESIRABLE


The following would be considered an advantage:

  • project management certification, such as Prince2 or PMI Project Management Professional (PMP);

  • knowledge and experience managing projects using various SDLC methodologies, such as Rapid Application Development (RAD), prototyping or standard waterfall;

  • experience managing projects implementing business application functions such as document management/handling, content management, workflow and database systems.


3. MAIN ACCOUNTABILITIES

Project Management

Follow a structured project management methodology for activities (e.g., Prince2). Estimate size, duration and resource requirements for projects. Monitor and oversee projects on an ongoing basis, evaluating progress and quality, managing issue resolution processes and taking corrective action as necessary. Track financial reports for projects. Provide and implement action plans to mitigate risk when applicable. Develop all relevant project documents, such as project plans, project initiation documents, highlight reports, end stage reports, exception reports, project closure reports, etc. Work with the Release Manager to ensure proper operations turnover and Service Level Agreement (SLA) updates when applicable. Lead the post-implementation review evaluating project results, including client satisfaction.


Expertise Development

Utilise a rigorous process of tracking tasks, schedule, and controlling project risks and issues. Help analyse and discuss the potential risks/benefits involved in using the specified technology solution to address the business requirement. Work with procurement, software and hardware vendors to develop Statements of Work (SOW) or Objectives (SOO) and conduct other aspects of the acquisition process.


Knowledge Management

Organise and run meetings of project staff, internal clients and suppliers (internal and external). Participate in and support cross-technology process improvement initiatives. Contribute to continuous improvement by leveraging quality improvement methodologies (CMM, PMI, Prince2, etc.).


Stakeholder Management

Interface with the project board, internal clients, technology teams and suppliers. Apply knowledge of Organization standards and vendor practices in project management to ensure successful delivery of the project.


Information Management

Maintain oversight of proper project documentation in collaboration with the Project Support function.

People Management

Coordinate staff involved in the project - both from a developmental and workload management perspective - including package integrators/software developers, technical and data analysts, documentation specialists and testers.

Perform any other related duty as assigned.


4. INTERRELATIONSHIPS


The incumbent is a member of the Integration and Coordination Unit and reports to the Head of this Unit. S/he works in close collaboration with other staff members of ICTM, in particular the Application Delivery and Support teams, the Business Relationship Management team as well as with several support teams of the NATO Communications and Information Agency. S/he coordinates - as appropriate - with staff members of various Divisions from the NATO HQ for assigned projects.

6. CONTRACT:

Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.


Contract clause applicable:

In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation's need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation's skills profile, and to ensure appropriate international diversity.

The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.

If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.

Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
